Spying software for Whatsapp and Telegram

Are both Whatsapp and Telegram completely secure? You might think that sure, they are. Whatsapp Instant Messenger is owned by Facebook and these guys treat privacy seriously, therefore it feels safe. Telegram team as well put some extra money into security. Is it enough to provide a proper privacy?
An upwork.com, a freelancers platform offers tons of all kind of jobs. Usually job offers you may find on Upwork are related to web software and other normal freelancers activities, but sometimes you may encounter really interesting ones over there. Such as an offer to create a spying software platform for “suspected accounts”.
“WhatsApp and Telegram Spy suspected accounts software development” title catched my attention straight away. A person/business who offered this job doesn’t know much whether the project is ongoing or not, but he stated it is fully specified. What’s more, he claimed that has Italian State Department authorisation to spy some mobile numbers and their interactions.
Lots of questions arose at the same time, but the most worrying was how these numbers are determined? Are they limited only to the Italian phone numbers? How easy is it to gain such a privilege from the government if the employer was seeking for a developer to deal with that for… $2000? It still gives me the creeps.
Unfortunately I don’t have more details except these ones directly from the offer. I can only assume that these “suspected accounts” will be explained as doing-spam-stuff, but is there any policy of determining that?
